The plan is sponsored and administered plan by a Board of
Trustees. The Board of Trustees is made up of representatives
of both labor and management. The Board is
responsible for managing plan assets, interpreting plan
provisions, and deciding such things as eligibility, types
of benefits, and administrative policies.
As plan administrator, the Board of Trustees shall have
the absolute and sole discretionary authority to construe
and interpret the provisions of the plan, plan documents,
summary plan description, as well as any communications
related to the plan. The Board of Trustees will
make all factual determinations, including determining
the rights or eligibility of employees or participants,
dependents, and any other persons, and the amounts of
their benefits under the plan. The Board of Trustees will
remedy ambiguities, inconsistencies, or omissions and
such determinations shall be binding on all parties.
Benefits will only be paid if the Board of Trustees, in its
sole discretion, determines that the participant or beneficiary
is entitled to them. The Board of Trustees has the
authority to delegate any of its powers under the plan
(including, without limitation, its power to administer
claims and appeals) to any other person or committee.
Such person or committee may further delegate its powers
to another person or committee. Any delegation or
subsequent delegation shall include the same sole, discretionary
and final authority that the Board of Trustees
has, as described in this paragraph, and any decisions,
actions or interpretations made by any delegate shall
have the same ultimate binding effect as if made by the
Board of Trustees.

The day-to-day administration of the plan is handled by
the Administrative Office of the Welfare Fund. Among
other things, this office processes claims, makes benefit
payments, answers participants’ questions, and maintains
plan records.
